In 2002-2003, when evidence broke about the existence of the Millennium Leadership Fund, run by the Ontario Progressive Conservative Campus Association (OPCCA) to fund Conservative Candidates in student union election, the U of T Strand attempted to determine whether one of two presidential candidates in the Student Administrative Council (UT SAC later became the University of Toronto Students’ Union) elections had received funding from the Progressive Conservative Party. The paper reported that Kusi-Achampong had admitted to attending at least one Tory convention and Semple was known for his involvement with the campus conservative leanings. However, the Strand was unable to uncover conclusive evidence, despite acknowledging that two presidential candidates, “[Noah] Semple and [Rocco] Kusi-Achampong do have tentative connections with the provincial PCs.”
